2 TIER CONCRETE OUTDOOR FOUNTAIN
Two bowls with lobed petal shaped rims, acanthus leaf carving worked under each one and around the pedestal, and a weathered multi tone stone finish that catches shadow in the recesses. At 48.4 inches this is a full size classical garden fountain, and the ornament is the reason to choose it. This is not a plain tiered shape with a texture applied. The carving is the design.
Two tiers rather than three changes what you get in practice. A shorter water path means a softer and more contained sound, and a simpler composition that does not dominate a space. Where a three tier fountain announces itself, a two tier one furnishes. If you want water in a garden without the fountain becoming the only thing anyone looks at, this is the proportion that does it.
The broad lower bowl is the other thing worth noticing. It holds a real pool of open water rather than a shallow dish, which reads as generous from a distance and gives birds somewhere to stand at the rim. Concrete also means it improves with weather, taking on moss on the shaded side and deepening in color with rain over a few seasons.
Softer and more contained than a three tier fountain. One fall from the upper bowl into a broad pool below, so there is a single clear note rather than layered overlapping falls, and less of it. That makes it a fountain you can sit beside and talk over, which is often what people want in a planted garden rather than a water feature that fills the space with sound. How loud it seems will still shift with the water level and the surrounding hard surfaces, which is why a fixed decibel number would tell you nothing useful about your own garden.

It arrives in several pieces and is assembled where it will stand, base first with the bowls seated in sequence. No plumbing and nothing to bury. Concrete at four feet is not a one person job.
Decide the final position before anything comes out of the packaging. Once the base is down, moving it means taking it apart again.
The ground needs to be genuinely level and genuinely solid. A tiered fountain out of plumb sends water off one side of the rim instead of around it, and a broad bowl makes that obvious. On soft ground the weight settles unevenly within a season, so a prepared pad or existing paving is the right base.
Use a soft brush and water, and keep harsh liquid cleaners off the surface. In hard water areas a pale film builds along the wet rim and settles into the carving, where it is much easier to remove before it sets than after. Moss on the shaded side is normal on concrete outdoors and most owners prefer it to a scrubbed finish.
Dry concrete handles cold. Water freezing inside it is what causes cracking, and a broad open bowl collects rain and snow all winter. Before hard freezes, drain both tiers and the basin completely, disconnect and store the pump indoors, let the piece dry, and cover it so the bowls do not refill.

Two tiers sit within a garden rather than commanding it. In a planted bed or a cottage border that is usually the better fit.
Plant led gardens, cottage and kitchen garden settings, courtyards with terracotta or stone containers, and beds where the planting is meant to lead. The carved leaf work and weathered tone sit naturally with brick, gravel, and mature planting. It is less suited to a minimal modern space, where the ornament reads as period detail dropped into the wrong setting.
It is concrete with a weathered stone finish, not carved stone. That is why it is available at this price rather than at the cost of quarried and carved work, and why it can be assembled by hand. At normal viewing distance the surface reads as aged cast stone.
The weight makes it stable, but a tiered fountain should not be climbed on and children should not hang on the upper bowl. Run the cord along a bed edge or wall so it will not catch a foot, and use a protected outdoor outlet. The recirculating water is not intended for drinking.
