The basin is the flower head. Two rows of yellow petals form the rim, with the outer row curling back and down.
That scalloped edge is not only shape. A smooth stone rim is slick once it is wet, and the dips between petals give a bird something to hold. They land on the rim and settle before stepping in, and one that cannot settle leaves.
The column is the stem, deep green with veined leaves and brown stem lines running between them, flaring at the foot like roots opening out. Flower, stem and root are one plant rather than a dish with a flower painted on it.
A flower belongs among planting rather than on paving. A mixed border, a cottage garden, or a lawn edge with flowers behind it. On bare stone it reads as an object rather than as part of the garden. Twenty four inches puts the basin at a safe height, with two or three feet of open ground and cover within a short flight.

Set it on level solid ground so the water sits even across the petals rather than pooling to one side.

A soft brush and plain water every couple of weeks keeps the petals clear and the yellows reading true. Afternoon shade holds hand painted color at its best for longer.
Drain the basin before the first hard frost and leave it empty or turned over. Check the petal recesses are clear when you empty it.
