Measure from the outlet first. The cord is 6.6 feet, which is shorter than most, and anything beyond that needs an outdoor rated extension cord run along a wall rather than across a walkway.

Put it against a wall, a railing, or planting on an exposed balcony or terrace, keep it out of open corners that funnel wind, and be aware that a filled basin adds some weight but not a great deal.
Keep enough water in the base to cover the pump so it never runs dry. A small reservoir on a light piece drops faster than a large one, so check every few days rather than weekly, and more often in heat.
Clear debris from the angled cuts. Anything caught on a slanted rim sends the flow off the side rather than into the basin below.
Before freezing weather, drain the base and every basin completely, disconnect and store the pump, and dry the piece out. At 14.5 pounds it comes indoors in one trip, which is the easiest winter storage of anything in this range.

It matters if you have a balcony with a load limit, a roof terrace, a timber deck, a rental you will move out of, or simply nobody around to help you carry things. If none of those apply, the weight is not a benefit and you should be choosing on other grounds.
