One thing decides whether this looks good in your room. The rock is very dark, close to charcoal. Against a pale wall, a bright window, or a light shelf the silhouette and the falling water read clearly, which is why the product photography puts it in front of a window. Against a dark wall, a bookshelf full of spines, or a shaded corner it flattens into a gray mass and you lose the shape entirely.
The lights sit within the falls rather than on the rock, and they read cool rather than warm. After dark you get bright vertical lines of lit water against near black stone, which is a strong effect on this color of rock but will look cooler than warm room lighting around it.
Defined falls rather than a murmur. Water leaves each level as a clear stream and lands on the rock below, so you hear separate arrivals across four levels rather than one continuous sound. At close range on a desk that is more noticeable than a smooth cascade would be. The pump adjusts down if it is more than you want. How loud it seems will shift with the flow setting and whether it stands on a hard surface, which is why a fixed decibel number would tell you nothing useful about your own room.

Fill it, plug it in, done. Set it level, since short falls out of plumb overshoot the level below and send water outside the basin.
Choose the background first. A windowsill, a pale shelf, or a position against a light wall is what this piece needs. Put a tray or a mat underneath, since any tabletop fountain throws fine spray.
Keep enough water in the basin to cover the pump so it never runs dry. A small reservoir drops fast, faster indoors with heating on, so check every few days.
Use filtered or distilled water in hard water areas. White mineral film shows clearly against dark rock and settles into the crevices where the moss detail sits.
Wipe with a soft cloth and keep harsh liquid cleaners away from the moss detail. Rinse the pump every few months, since small pumps clog sooner than large ones. Clear debris from the ledges, because on short falls a small blockage diverts a whole level.
